The Council administers federal funds to conduct advocacy, capacity building, and systems change activities as outlined in the Council’s Five-Year Plan. The Plan is reviewed annually and new initiatives are funded as needed. In January 2021, the Council ratified a FFY 2022 – FFY 2026 Five-Year Plan. The Plan contains goals and objectives for the following areas:

- Community Living and Supports
- Education
- Employment
