Many airports will soon have to add changing tables that are large enough for adults with disabilities.
A new federal law, the 2024 FAA Reauthorization Act, says that starting in 2030, all medium and large airports that apply for federal airport construction grants must have at least one private universal changing station in each terminal. These tables are bigger and stronger than baby changing tables and are meant for people with disabilities who need help from a caregiver with toileting or dressing.
Before the rule takes effect, the U.S. Access Board is asking the public for input on how these tables and the rooms around them should be designed.
How to Submit a Public Comment on the Proposed Rule
The Federal Register notice gives several ways to send your comment about the accessibility standards:
- Through the Federal eRulemaking Portal (online)
Go to Regulations.gov.
Click the green button “Submit a public comment.”
Fill in your comment, add your name and location (or submit anonymously if you prefer), then submit it.

Include the docket number ATBCB-2026-0001 in the subject line so it’s properly recorded.
