The Louisiana Developmental Disabilities Council (Council) is requesting Concept Papers to guide development of its next Five-Year Plan, covering Federal Fiscal Years (FFY) 2027 through 2031. The Council will accept Concept Papers consistent with the Council’s mission and values and that assist the Council in achieving its mandate. Concept Papers should provide broad strategies outlining innovative and/or promising practices aimed at improving services for and advancing the lives of individuals with developmental disabilities and their families. Concepts presented should address change of public systems and programs, advocacy and self-advocacy development, and/or the capacity building of community supports and services.
Who Can Submit a Concept Paper?
To be considered for inclusion in the Council’s FFY 2027-2031 Plan, Concept Papers must be:
- Received in the Council office by Friday, March 21, 2025 at 4:00 p.m.;
- Limited to three (3) pages in length, using 12-point Arial font, double line-spacing, and 1-inch margins; and
- Include
- issue to be addressed,
- plan for addressing the issue,
- expected outcomes, and
- estimated costs, itemized (if applicable).
Submitted Concept Papers will be subject to initial review for necessary components and additional detailed information may be requested from the submitter. The Council will consider Concept Papers satisfying the above criteria for possible inclusion in the FFY 2027 – 2031 Five Year Plan. Submissions not meeting the above criteria and deadline may not be considered.
There is no guarantee of funding to the submitter of a Concept Paper. Generally, initiatives included in the Council’s plan that require the work of an outside contractor go through the Council’s Solicitation of Proposals process.
